Andrew Cregan

Finance Policy Adviser - BRC

Andrew is the Head of Payments for the British Retail Consortium. He coordinates industry engagement with Government, regulators and providers on matters relating to retail payments and consumer credit, and acts as a spokesperson for the industry. He has led the industry response to the IFR, PSD2 and domestic initiatives, including the Payments Strategy. He has also supported HM Treasury and Bank of England projects for the roll-out of the new notes and coins.

Before joining the BRC in summer 2016, he led public affairs and stakeholder engagement for The UK Cards Association and Financial Fraud Action UK, working on the Interchange Fee Regulation and contactless for transit among other projects. He began his career in the European Parliament working for two MEPs and then as a consultant at the global PR and public affairs firm Burson-Marsteller, advising clients in across a range of sectors including banking. Andrew also served as a London Borough Councillor from 2014 to 2018.

Jack Wilson

Head of Policy & Regulatory Affairs | TrueLayer

Jack Wilson is Head of Policy & Regulatory Affairs at TrueLayer where he leads engagement with UK and EU regulators and authorities, and sits on a number of committees as a fintech and regulatory expert. He is  a former policy adviser at the UK banking regulator the FCA. There he led work to create the FCA’s approach to regulating firms under the new Payment Services Directive (PSD2). He was also  a UK representative on European Banking Authority and European Central Bank Committees, including the Standing Committee on Payment Services. Jack also led the FCA’s team assessing banks’ readiness for Open Banking, focusing on their Open Banking interfaces (APIs) and customer journeys.  Jack has a degree in Philosophy and a Diploma in Economics for Competition Law.

Roger currently leads the eCommerce team at TrueLayer, bringing open banking to any online payment. Roger has decades of experience in the payments and eCommerce space, previously leading enterprise sales at payments company GoCardless, Google and IBM. 


Alan A

Alan Ainsworth

Head of Policy, Legal and External Communications - OBIE

Open Banking Implementation Entity (OBIE).  OBIE was set up by the UK’s competition regulator the Competition and Markets Authority (CMA) to develop open banking standards and ensure effective implementation by the UK’s biggest banks, with the aim of driving competition and innovation in retail banking.  Alan led the work on creating the OBIE’s Revised Roadmap, and works closely with the Standards team to bring the activities on the Roadmap to life. As part of that, Alan has been instrumental in obtaining agreement from the CMA to add Variable Recurring Payments for Sweeping to the CMA Order which underpins open banking in the UK. 

Alan is particularly keen to extend open banking into open finance and open everything, believing that giving people control over their data can deliver substantial benefits for consumers and businesses.

Alan has been interested in and involved in open data for financial services since the early days of the UK’s “midata” programme in 2011, where he was an original Steering Group Member. He has advised businesses on payments and open banking legislation including the Interchange Fee Regulation and the revised Payment Services Directive (PSD2).

Alan spent much of his career at Barclays, where he had senior roles in payments, retail banking, citizenship and government relations. He has also worked at global payments business Paysafe.

Judith Crawford

Policy Director - Electronic Money Association

Judith runs the Electronic Money Association, which has been serving the e-money industry for over 20 years. The EMA’s goal is to remove barriers to business: to shape legislation to ensure that the UK and EU regulatory framework for EMA members is conducive to growth and innovation, and creates an open competitive marketplace for alternative payment service providers. Over recent years, an increasing number of TPPs have joined the EMA. Through its participation in the UK’s Open Banking Implementation Entity Steering Group (IESG) the EMA has actively sought to create the necessary conditions for the success of open banking in the UK and at EU level.
Judith sat on the PSR’s APP Scam Steering Group, Pay.UK’s Confirmation of Payee Phase 2 Advisory Group, and is currently a member of the UK Finance Programme Steering Group for the UK migration to Strong Customer Authentication (SCA) for e-commerce transactions.
Prior to working for the EMA, she worked in the insurance industry for the Association of British Insurers on UK national and EU policy, and before that, she worked in the European Parliament for an MEP sitting on the Economic and Monetary Affairs Committee.
