This year’s Climate Action Week Keynote address will be delivered by David Halpern, President Emeritus, Behavioural Insights Team (formerly the Government’s Nudge Unit). David will explore the retail customer experience in a changing climate and retail industry’s role in achieving a Net Zero society. He brings insight on consumer attitudes towards Net Zero, trends in behaviour and the evolving impact of climate change on retail customer experience.
We’ll also be joined by Kerry McCarthy, Minister for Climate, DESNZ on government’s support for retail in delivering Net Zero.

David Halpern CBE
President Emeritus, Behavioural Insights Team
David Halpern CBE is President Emeritus at the Behavioural Insights Team having previously been the team’s CEO from launch of the company (2010-2023) and President & Founding Director (2023-2024).
Prior to BIT, David was the first Research Director of the Institute for Government and between 2001 and 2007 was the Chief Analyst at the Prime Minister’s Strategy Unit. David was also appointed as the What Works National Advisor in July 2013, a position he held until 2022 through which he led efforts to improve the use of evidence across the UK government.
Before entering government, David held tenure at Cambridge and posts at Oxford and Harvard. He has written several books and papers on areas relating to behavioural insights and well-being, including Social Capital (2005), the Hidden Wealth of Nations (2010), Online Harms and Manipulation (2019) and co-author of the MINDSPACE report. In 2015, David wrote a book about the team entitled Inside the Nudge Unit: How Small Changes Can Make a Big Difference.
David was awarded a CBE in the New Year’s Honours in January 2023 for Public Service in his role as What Works National Adviser.
Kerry McCarthy MP
Parliamentary Under-Secretary of State (Minister for Climate)
Kerry McCarthy was appointed Parliamentary Under-Secretary of State at the Department for Energy Security and Net Zero on 9 July 2024. She was elected as the Labour MP for Bristol East in May 2005.
Kerry studied Russian, Politics and Linguistics at the University of Liverpool before studying law at the City of London Polytechnic.
Kerry was Assistant Whip at HM Treasury from 2009 to 2010.
She held several posts while in opposition, including:- Shadow Minister (Climate Change and Net Zero), 2022 to 2024
- Shadow Minister (Transport), 2020 to 2021
- Shadow Secretary of State for Environment, Food and Rural Affairs, 2015 to 2016
- Shadow Minister (Foreign and Commonwealth Affairs), 2011 to 2015
- Shadow Minister (Treasury), 2010 to 2011
- Shadow Minister (Work and Pensions), 2010 to 2010
- She also served on Luton Borough Council from 1995 to 1996 and 1999 to 2003.
