About the Speaker:
Graham Russell leads OPSS, part of the Department for Business and Trade, overseeing the regulation of a wide range of products with a focus on safety and integrity. Under his leadership, OPSS has expanded its remit and pioneered regulatory delivery approaches, including the Regulators’ Code and Primary Authority, supporting over 100,000 businesses.

Meet the Speakers

  • Graham Russell MBE

    CEO, Office for Product Safety and Standards

    Graham Russell is CEO of the Office for Product Safety and Standards and is responsible for building the capacity of the team to upgrade the UK’s product safety system and to improve the delivery of regulation in the UK. He co-chairs the International Network for Delivery of Regulation with Professor Chris Hodges of Oxford University and together they have written a book on the delivery of regulation with colleagues from around the world.

  • Dom Watkins

    Partner and Head of Consumer Sector, DWF

    Dominic is a Partner at DWF as well as the Head of Consumer sector. He focuses on regulatory compliance and defence for the food, consumer products, retail & hospitality sectors; he helps clients launch and maintain products on the market.  Drawing on his in-house experience, Dominic delivers commercial solutions to complex regulatory issues and had deep expertise in helping novel products reach markets and in the global roll out of online marketplace models.  

  • Graham Wynn

    Assistant Director for Consumer, E-Commerce and Regulatory Affairs | BRC

    Graham joined the BRC in 2001 and has built up an extensive network in departments and agencies which he can call on for information, advice and to make submissions on policy proposals. He was Chairman of the EuroCommerce Internal Market and Consumer Affairs Committee for 10 years, having first lobbied in the EU in 1979. Prior to the BRC he worked on BBC local radio; was Secretary General of an international political organisation; and Head of Policy and the Shadow Cabinet Secretariat of the Liberal Party of Australia.
