At our senior Regulatory Roundtable last year, we explored issues around regulation and some better or good regulation initiatives. 

In this second in person roundtable our focus turns to regulators themselves – the agencies that enforce the regulations and indeed often expand upon them with more detailed requirements. 

Recently the Government, not least the Chancellor and DBT Secretary of State, has called for ideas to streamline the regulatory landscape and ensure that regulators and how they enforce regulations contribute to the growth agenda rather than inhibiting businesses from expanding and innovating. 

The BRC is participating in this process including a letter to the Chancellor with a set of 10 principles that we believe could lead to better outcomes. 

The CEO of the CMA, one of the leading Regulators, Sarah Cardell, will attend and lead a session on how the CMA approaches and will approach its regulatory task, particularly in light of its new consumer protection powers.

Meet the Speakers

  • Helen Dickinson OBE

    CEO | BRC

    Helen leads the team and sets the strategic direction of the BRC. She joined in January 2013 and has been working with retailers for over 25 years. In 2016 she was awarded an OBE for Services to Retail.

    Helen is passionate about diversity and inclusion in retail, she acts as the BRC’s Social Mobility Commission ambassador and was previously the Chair of Working Chance, a charity helping women offenders find employment. She is on the advisory board for Pennies, a charity which offers digital charity boxes to businesses, and was previously UK Head of Retail at KPMG.

  • Sarah Cardell

    CEO, CMA

    Sarah Cardell was appointed as Chief Executive of the Competition and Markets Authority (CMA) on 19 December 2022. She was previously appointed as General Counsel at the Competition and Markets Authority (CMA) on 11 September 2013, and took up the role of Interim Chief Executive between July and December 2022.

    Previous career highlights include:
    Legal Partner of the Markets Division at Ofgem, where her responsibilities included leading on competition law matters
    Partner in the Competition Group at Slaughter and May, where she advised across a wide range of EU and UK merger and antitrust cases
    Working on secondment at the Office of Fair Trading (OFT)

  • Sue Hinchliffe

    Partner, Clifford Chance

    Sue Hinchliffe specialises in EU and UK competition law across a wide range of industry sectors. She has 30 years' of experience working with clients to obtain antitrust clearances for complex global transactions as well as advising on antitrust investigations and litigation matters worldwide.
    Prior to joining Clifford Chance, Sue worked at General Electric Company where she held the role of Global Executive Counsel, Competition Law & Policy and oversaw a number of significant global merger control matters and conduct investigations for the company globally.

  • Graham Wynn

    Assistant Director for Consumer, E-Commerce and Regulatory Affairs | BRC

    Graham joined the BRC in 2001 and has built up an extensive network in departments and agencies which he can call on for information, advice and to make submissions on policy proposals. He was Chairman of the EuroCommerce Internal Market and Consumer Affairs Committee for 10 years, having first lobbied in the EU in 1979. Prior to the BRC he worked on BBC local radio; was Secretary General of an international political organisation; and Head of Policy and the Shadow Cabinet Secretariat of the Liberal Party of Australia.
