Following initial engagement with landlords and tenants, the Government has launched its consultation on High Street Rental Auctions. It has said that High Street Rental Auctions will enable empty buildings, that have been empty for a year or longer, to be put to good use by local businesses or community groups and thereby regenerate high streets. 

The further details gathered will inform secondary legislation, including how the auction process will work.

This is a technical consultation where Government are seeking views on several areas of policy. The consultation covers:  

 The auction process element of High Street Rental Auctions. 

  • The standardised lease (including agreement for leases and the lease itself). 
  • The costs of running a High Street Rental Auction. 
  • The disapplication of Minimum Energy Efficiency Standards within Energy Performance Certificate requirements. 
  • Permitted Development Rights.

All consultation responses must be completed on Citizen Space: https://consult.levellingup.gov.uk/urban-policy/hsra. Government has said that it is unable to accept responses via any other method. 

The consultation will last for 12 weeks from 31 March 2023 to 23 June 2023.
