The Autumn is looking busy with a few consultations and parliamentary inquiries open in the Resources and Waste, retailers should keep an eye on the following:
Packaging EPR Regulations (SI) Consultation
UK Government is consulting on the main Packaging EPR SI until 9 October. You can read the Draft Regulations over here and the consultation questions are here. Below is a helpful slide from Defra's August Business Readiness Forum about the scope of the consultation. Read more here
- BRC is hosting a member discussion on 27 September at 11 am. Details are available here.

HMRC Consultation on Chemical recycling & mass balance approach
HMRC is seeking industry views on the potential adoption of a mass balance approach (which is a calculation methodology) for chemically recycled plastic in the Plastic Packaging Tax. Why is this relevant? Because HMRC's currently allowed methodologies do not properly account for the recycled content from chemical recycling. The consultation is open until 10 October and BRC is looking to submit an industry response. We welcome your input to our submission, details over here.
Public Accounts Committee inquiry on the Resources and Waste reforms for England
The Parliamentary inquiry launched by the Public Accounts Committee is looking into the value for money of the Government’s resources and waste reforms for England. The Committee is examining whether:
- the Government has effective plans to achieve its resources and waste ambitions
- DEFRA is on track to successfully implement its main programme, on collection and packaging reforms
Inquiry is open until 28 August for written evidence. BRC members can read our submission here.
