Ofgem has launched a call for input on the Third-Party Intermediaries (TPI) market, covering energy brokers, consultants, price comparison websites and other intermediaries that help businesses and consumers procure energy contracts. The consultation is open until 16th July 2026.

Summary of our response
- The BRC welcomes Ofgem’s proposals to regulate Third Party Intermediaries, recognising the important role reputable TPIs play in helping businesses navigate the complex non-domestic energy market.
- Greater transparency is needed so retailers can understand how TPIs are remunerated, what services are provided and whether recommendations are genuinely aligned with customer interests.
- Standardised pre-contract information would help businesses compare TPIs on quality, value, service standards and competence, rather than relying mainly on reputation or expected cost savings.
- Clearer complaints handling, accountability and independent redress are essential so retailers are not left navigating uncertainty between suppliers and intermediaries when issues arise.
- Ofgem should prioritise mandatory commission disclosure, minimum conduct and service standards, and measures that reward good customer outcomes rather than simply contract placement.
- While TPI regulation will not directly reduce wholesale prices, policy costs or network charges, it can improve market confidence, competition and procurement decisions at a time of significant cost pressure for retailers.
